Request for Information on the Tech Labs Initiative for the U.S. National Science Foundation

The U.S. National Science Foundation's Directorate for Technology, Innovation and Partnerships (TIP) is launching the Tech Labs program, an initiative designed to accelerate practical research and overcome barriers to commercializing emerging technologies. Tech Labs will support full-time research, development, and innovation (RDI) teams with operational autonomy and milestone-based funding. The program aims to build sector-defining platforms, generate outcomes beyond traditional publications, de-risk emerging technologies, address market needs, and foster novel partnerships. The program involves a lightweight application, a 9-month planning phase, and 24-month performance phases with potential for renewal. Funding for Tech Labs beyond Phase 0 is expected to range from $10 million to $50 million per team per year, depending on factors like team size, infrastructure, and growth trajectory. Key topics include quantum technology, AI, critical materials, semiconductor manufacturing, and biotechnology. Selection criteria for Phase 0, 1, and 2 focus on team qualifications, mission clarity, and demonstrated progress. Responses to this RFI are due by January 20, 2026.
