This Statement of Work outlines the requirements for a contractor to provide mailed Fecal Immunochemical Test (FIT) kits for colorectal cancer screening to approximately 60,000 Veterans annually within VISN 8. This initiative supports a May 2024 VA memorandum mandating the expansion of programmatic mailed FIT screening. The contractor's responsibilities include weekly mailing of collection kits, advance and follow-up communications with Veterans, ensuring kits are in English and Spanish with easy-to-read instructions, proper labeling, and auditing of kits. The contractor must also manage returned kits, supply labs with necessary reagents, and submit reports to VISN 8. Key performance requirements include FDA-approved FIT testing instrumentation, collection kits with at least 14-day inoculated stability, and compatibility with existing Polymedco OC-Auto Sensor Diana and io instrumentation. The Department of Veterans Affairs (VA), Network Contracting Office 8 (NCO 8), intends to award a sole source, firm-fixed price contract to Polymedco Cancer Diagnostic Products, LLC. This contract is for the purchase of Fecal Immunochemical Test (FIT) kits for VISN 08 locations, including labor, materials, supplies, and patient navigation for mailing services. The VA has determined that Polymedco is the sole source provider for FDA-approved, CLIA-waived FIT Kits validated for automated high-throughput analysis using specific OC-Auto Analyzers and related proprietary chemistry analyzers, reagents, and consumables. All VISN 8 facility laboratories currently use the Polymedco platform, ensuring compatibility and streamlined workflows.
