The USAF's response to the Draft RFP feedback outlines key aspects for upcoming solicitations and awards, particularly for IDIQ contracts. The USAF plans to award Production, First Article, MSE, CDRL, and Post-award conference CLINs on the first Delivery Order, with the FMS source-directed CLIN not anticipated for the initial award. Completion of the Post-award Conference (CLIN0001) and the administrative portion of MSE (CLIN0002) is expected before First Article/MSE testing (CLIN0003). There will be five ordering periods, potentially six, with contractors committed to bidding on RFP requests. The 24-month age requirement applies only to energetic materials. The USAF will provide quantity band pricing for all production assets, update the TDP, and incorporate changes from EO 2025A6804-H into new drawing revisions. CDRL E012 and E014 delivery dates will be updated, and a seventh price band has been added for 200K to 250K units, with a 20-month Period of Performance for production orders. Full payment for CLIN 0002 MSE-Admin is allowed post-approval of the MSE Admin CDRL. Solicitation release is anticipated in March and award in July 2026 for the base IDIQ concurrent with a production Delivery Order. DFARS Clause 252.223-7002 and FAR 52.229-3 will be incorporated, and the USAF may waive FAT requirements for production gaps exceeding 45 days under certain circumstances.
