Notice Type: Combined Synopsis/Solicitation Department: Department of Health and Human Services Procurement Target: Cyber Triage Software License Renewal
The Department of Health and Human Services, specifically the National Institutes of Health (NIH), is seeking to renew the license for Cyber Triage software for a period of 12 months. Cyber Triage is a forensics and cybersecurity tool used to triage cybersecurity incidents. It extracts registry files and system logs from an endpoint, flagging malware and suspicious activity. This tool is an essential part of the NIH's Office of Cyber Infrastructure and Computational Biology (OCICB) and is utilized by the Bioinformatics and Computational Bioscience Branch within the OCICB to support the NIAID research community.
The software provides valuable support to the NIH/NIAID in analyzing existing data, generating hypotheses, and determining the need for deeper forensic investigation. It saves time and improves response time on incidents. The software will also receive Linux support this year and Mac support next year, ensuring compatibility with all platforms used by NIH/NIAID. The vendor provides free support with prompt responses, usually within the same day or 24 hours.
The statutory authority for this procurement is 41 U.S.C. 253 (c) (1) as implemented by FAR 13.106-1, allowing for a sole source requirement when no other responsible source can satisfy agency requirements. This is not a request for proposal, but all responsible sources that can provide comparable services may submit a capability statement for consideration.
Interested vendors must submit their capability statement via the NIAID electronic Simplified Acquisition Submission System (eSASS) website by 12:00 pm Eastern Standard Time on July 29, 2024. Late submissions will be treated in accordance with the solicitation provision at FAR 52.212-1(f). All responsible sources may submit an offer for consideration.
