The Defense Logistics Agency (DLA) Land and Maritime has issued a Class Determination and Findings (D&F) to authorize the consolidation of sole source contract requirements ranging from $2 million to $100 million. This D&F addresses procurements that do not meet the 'substantial benefits' threshold outlined in FAR 7.107-2(d)(1) but are deemed critical to the Agency's mission success. The consolidation aims to achieve benefits such as consistent terms, reduced lead times, enhanced delivery schedules, stable pricing, improved supply availability, and streamlined administration. Before consolidation, DLA conducts technical reviews, market research, and posts notices on SAM.gov to verify sole source status and assess impacts on small businesses, excluding competitive requirements. Alternative approaches, like individual purchase orders, were considered but dismissed due to higher costs and longer lead times. To mitigate the impact on small businesses, solicitations will include subcontracting plans and evaluation factors for small business participation. This Class D&F is effective upon signature and expires December 31, 202X.
