DLA Energy is seeking to increase Small Business participation in our solicitations. For this solicitation, an estimated 8.23% of the fuel quantity is set-aside for small business concerns.  If you are a designated small business in accordance with FAR 52.212-1, Instructions to Offerors—Commercial Products and Commercial Services (Sep 2023), please ensure your System for Award Management (SAM) designation is correct.

**Ordering and Delivery Period:**

Under Purchase Programs 2.2b, 2.2d and 2.5b the Ordering Period is date of award through September 30, 2027.  The Delivery Period is October 1, 2026, through September 30, 2027, with a 30-day Carry Over period.

The delivery methods will be Tanker, Barge, Truck, and Pipeline, both FOB Origin and Destination, depending on the specific requirement and location.

This solicitation will be available on the World Wide Web https://www.sam.gov in January 2026.  **Please be advised that a hard copy of the solicitation will not be available.**DLA Energy will be using the Bulk Offer Entry Tool (OET) for this Procurement.  The usage of the Bulk OET is mandatory. The Bulk OET will allow Offerors to electronically submit and sign their offer (including the SF1449).
