The Defense Logistics Agency (DLA) is planning to award a modification to the existing Labor and Logistics Support Contract SP3300-21-D-5004, specifically Task Order SP3300-21-F-5039, on a sole source basis to Advanced Technology Logistics, Inc. (ATL) for services at DLA Distribution Norfolk in Portsmouth, VA. This modification aims to extend the period of performance for two months, from June 1, 2023, to July 31, 2023, to ensure uninterrupted support for receipt processing, storage, warehousing operations, material issue, transportation, and clerical and technical support for Naval Sea Systems Command (NAVSEA) customers. The modification is necessary due to delays in the acquisition process, and ATL is deemed the only capable provider to avoid disruptions in service. (ATL); to plan, program, manage, and execute efficient and effective receipt processing, storage and warehousing operations, material issue and transportation, shipping, clerical, technical support, and information technology in support of Naval Sea Systems Command NAVSEA corporate shipyard customers. The modification extends the period of performance for a two (2) month period (1 June 2023 – 31 July 2023) pursuant to FAR 52.217-8 Option to Extend Services. Due to unanticipated acquisition process delays, it has become necessary to modify existing Task Order SP3300-21-F-5039 to allow for uninterrupted Labor and Logistics Support Services through 31 July 2023. Pursuant to the exception under FAR 6.302-1(a)(2)(iii), only ATL is capable of providing the services at this time; award to any other source will result in unacceptable delays and cause a disruption to DLA Distribution Norfolk at Portsmouth, VA activities. The modification to current Task Order SP3300-21-F-5039 will serve as a temporary solution to fulfill immediate mission requirements. The J&A for this extension of services will be posted as part of this notice once executed. This is not a solicitation for proposals or an invitation for bids. The Government does not anticipate receiving responses to this notice of a non-competitive action.
