The proposed action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.501(a) and VAAR 819.7007. The reason justifying this sole source procurement is that Monnit is the only company who can provide services compatible with the existing Monnit equipment, which would be cost prohibitive to replace.
