The Defense Health Agency (DHA) is conducting market research through a Sources Sought Notice (SSN) to identify qualified sources for a commercial-off-the-shelf remote authentication platform. This platform will provide secure, single sign-on (SSO) access to the Department of Defense (DOD) and DHA's Virtual Medical Library (VML) online content for authorized users, both on and off-campus. The system will act as a gateway to full-text journals, magazines, dissertations, books, continuing education credits, and evidence-based care sheets for all medical-related personnel within DOD Medicine and Military Health Systems. Interested parties are requested to submit a Capability Statement by November 24, 2025, detailing their company information, technical capabilities addressing the Statement of Work, and any available contracting vehicles. This is not a request for proposal, and responses will not form a binding contract.

This web-based system will provide secure single sign-on (SSO) access to the Department of Defense (DOD) and DHA's Virtual Medical Library (VML) content for military health personnel worldwide. The contract includes a base year and four option years, with work performed at the vendor's facilities. The platform must support SAML validation, offer administrative interfaces for government administrators, and provide customizable end-user portals. Key requirements include comprehensive reporting capabilities, 24/7 accessibility with minimal downtime, compatibility across various government-approved devices and operating systems, and adherence to DOD security standards (FIPS). The vendor must provide extensive technical support, user training, and promotional materials at no additional cost.
