The FBI has prepared a Sole Source justification on a basis of other than full and open  
competition for this acquisition. Cherry Engineering provides disrupters that are developed,  
manufactured, and distributed solely by that company. The disrupters use proprietary technology  
and the same devices are used by other agencies as well as the FBI. Maintaining continuity of  
training with devices used in the field is critical.
