    Notice of Intent to Award Succeeding Lease Without Competition- Cumberland, Maryland 21502

    The Department of Veterans Affairs (VA) intends to award a succeeding lease to Decatur Heights Development Co LLC for the lease/rental of other hospital buildings in Cumberland, Maryland. This lease is being awarded under the authority of General Services Acquisition Manual (GSAM) Part 570.402, which allows for sole source lease awards when awarding to any other location would result in substantial duplication of costs to the Government that are not expected to be recovered through competition.

    The VA currently occupies clinical and related space at 200 Glenn Street, Cumberland, MD 21502 in a lease that expires on January 16, 2024. To meet the VA's mission requirements, the current Cumberland Community Based Outpatient Clinic (CBOC) must remain operational. The estimated term of the lease is up to 10 years, with a firm term of up to 5 years and a non-firm term of 5 years. The space must be available for occupancy by January 17, 2024.

    The required space for lease is approximately 13,122 Rentable Square Feet/9,720 Net Usable Square Feet of Medical Space. The location must be within the delineated area of North- Frederick St., Queen City Drive; South- 68; East- Baltimore Ave, Bellvue St.; West- North Mechanic St. However, the Government will consider alternative space if it is economically advantageous.

    No tenant improvements will be performed under the succeeding lease award. The Government will consider leased space located in another existing building if all costs, such as physical move costs, replication of tenant improvements and telecommunications infrastructure, and non-productive agency downtime, can be offset by competition.
