This division is dedicated to rapid prototyping and human-centered design, focusing on five key areas: modern product development, communications technologies, distributed computing, emerging technologies, and portfolio modernization. The Air Force invites businesses to submit solution briefs and detailed quad charts outlining their proposed contributions to these areas. The most promising solutions will be invited to present directly to the Air Force, with a small number selected for full proposal submissions. The force aims to award multiple contracts or Other Transactions, followed by potential production contracts for successful prototypes. This process will have no submission deadlines, but rather will be a continuous open call. Additionally, the Air Force seeks expanded capabilities for its Commercial Solutions for Classified (CSfC) program. The goal is to extend the SIPR network using commercial circuits, ensuring warfighters can access mission-critical information securely. HQ PACAF A65 wishes to implement this at three additional major operating bases, with potential future expansion. Special Notice DEPT OF DEFENSE WASHINGTON HEADQUARTERS SERVICES (WHS): OUSD R&E Seeks Industry Collaboration to Close Critical Capability Gaps The Department of Defense (DoD) is seeking industry collaboration to address critical capability gaps in high-priority, multi-component missions. The Assistant Secretary of Defense for Mission Capabilities (ASD(MC)) is looking for companies with developmental and maturing capabilities, concepts, and technologies to help accelerate the identification, incubation, and transition of urgent capabilities to the Warfighter. The goal is to maintain U.S. competitive advantage by leveraging government and industry research and engineering efforts. The focus should be on Technology Readiness Levels (TRL) 3 through 7. This opportunity is in support of the entire OUSD R&E organization and may also benefit other appropriate DoD organizations, including the ASD for Science and Technology (S&T) and the ASD for Critical Technologies (CT). Anticipated award types include Non-funded Information Exchange Agreement (IEA), Other Transaction (OT) agreement, or FAR-based procurement contract. The BOTA will remain open for 1 year, and any non-funded IEA resulting from it will expire 2 years from the date of execution, unless otherwise agreed. Amendments containing Capability Focus Areas (CFA) calls for submission will be posted on sam.gov with a 45-day deadline for submittal. The periods of performance (PoP) for resulting OT agreements or FAR contracts will be specified in the agreement/contract.
