REQUEST FOR INFORMATION (RFI)/SOURCES SOUGHT –REPAIRS OF GE AVIATION HIGH ENERGY CONVERTERS (HEC)

The Department of Defense, specifically the Department of the Navy, through the NSWC CRANE office, has issued a Special Notice for the procurement of repairs for GE Aviation High Energy Converters (HEC). These converters are used in various Multi-Spectral Targeting System (MTS) configurations for various Government agencies. The Government is seeking information from industry regarding Test, Teardown and Evaluation (TT&E) and Repairs for these converters, including specific part numbers and any future variants. The Government intends to solicit and negotiate with GE Aviation Systems, LLC as the sole source for these services due to proprietary rights and the ability to meet the Government's requirements. However, the Government is also open to receiving information from other companies that can provide the same services. It is expected that 15 HECs will require service each year of the contract, with repairs ranging from standard to major. Small and Small Disadvantaged Business firms are encouraged to respond. Interested companies must be properly registered in the Government System for Award Management database (SAM). This announcement does not constitute a commitment to issue a formal solicitation or award a contract, and no funding is currently available. MARKET SURVEY - SOURCES SOUGHT SYNOPSIS: The Government is issuing this RFI/sources sought announcement as part of a market survey. Naval Surface Warfare Center (NSWC), Crane Division is seeking information from industry pertaining to Test, Teardown and Evaluation (TT&E) and Repairs for various Multi-Spectral Targeting System (MTS) configurations for various Government agencies, HEC P/N's 4980894-3, 4973932-5, 4973932-8, 4973932-9, 4973932-10, 4973932-11, 4973932-12, and any future variants.

The Government intends to solicit and negotiate with one source only, GE Aviation Systems, LLC,1000 Macarthur Memorial HWY, Ronkonkoma, NY  11779 under the authority of FAR 13.106-1. This is being sole sourced because there is only one responsible source, and the source has established proprietary rights which it is not willing to sell to the Government. GE Aviation Systems, LLC is the only source that can meet the Government’s requirements for services for the sustainment of the proprietary MTS systems manufactured by the Original Equipment Manufacturer (OEM), Raytheon Company, without unacceptable delays or the incurrence of substantial duplication of costs that will support the requirements.

The Government is seeking information from companies mitigating the sole source basis listed above. The Government is seeking companies with the capabilities and facilities to provide TT&E and Repairs for various MTS configurations for various Government agencies, HEC P/N's 4980894-3, 4973932-5, 4973932-8, 4973932-9, 4973932-10, 4973932-11, 4973932-12, and any future variants. It is expected that quantity 15 HECs will require service each year of the contract. The level of repairs will be standard or major.

This submission may be in the form of product literature, operating instructions, and/or supplemental technical documentation that define the item(s) and associated hardware. Potential sources should also provide any test results on the item(s) if applicable. Submissions may be sent by any government or non- governmental entity including commercial firms, non-profit organizations, and institutions of higher education with degree-granting programs in science and/or engineering (universities), or by consortia comprising such concerns.

Responses from Small and Small Disadvantaged Business firms are highly encouraged. Firms responding should indicate if they are a small business, a socially and economically disadvantaged business, 8(a) firms, historically black colleges or universities, and minority institutions.
