The U.S. Consulate General in Frankfurt has issued a solicitation for secondary dedicated internet access services for the U.S. Embassy in Riyadh, Saudi Arabia. The goal is to ensure reliable and uninterrupted internet connectivity for the embassy's operations.
The scope of work involves providing a dedicated internet access connection with a minimum speed of 100 Mbps through microwave/wireless technology. The contractor must supply and install managed routers, along with a service-level agreement, and one-time activation charges are also included. The contract encompasses optional services for higher bandwidth requirements, with pricing tiers for different speeds. The chosen contractor will be responsible for installing and supporting the dedicated internet access (DIA) circuit, including all necessary equipment and labor, throughout the one-year base period, with potential annual extensions.
The solicitation seeks a firm-fixed price, estimated at up to $1 million for the base period. Value-added tax (VAT) and Defense Base Act (DBA) insurance are treated as separate line items. The contract will be awarded based on a combination of factors, including price, compliance with technical specifications, quality assurance, and past performance.
Offerors should have relevant experience providing dedicated internet solutions. They must complete and submit Form W-14, which establishes their foreign status and claims tax exemption, if applicable. Additionally, a detailed cybersecurity questionnaire must be completed, demonstrating an ability to identify supply chain threats and implement security measures. The embassy specifically seeks details on three recent relevant contracts completed by offerors, focusing on internet access solutions.
All personnel, including subcontractors, must be covered by DBA insurance, with proof submitted within 15 days of the award. Resumes and letters of intent are required for proposed key individuals who are not current embassy employees.
Interested parties must register by July 19th to attend the virtual pre-proposal conference on July 22nd. Proposals must be submitted electronically in English by August 9th, 2024, at 3:00 PM CEST. For clarity and to ensure compliance, the solicitation provides detailed instructions on the proposal format and naming conventions.
