ITEM DESCRIPTION: Naval Surface Warfare Center, Crane Division, Crane has a requirement for the procurement of 30mm MK 44 chain-fed guns in varying configurations with associated spare parts and special tools. The Government anticipates awarding a firm fixed price (FFP) Job Order 0007 under the Basic Ordering Agreement (BOA) N0016423GJN16 for an estimated award amount of $40,000,000 to NORTHROP GRUMMAN SYSTEMS CORPORATION. The unit of issue will be each for all items. The predominant material is machining of metal, both ferrous and nonferrous. The anticipated award date is approximately 28 January 2027. Delivery is FOB Destination. The period of performance is roughly one year. The aforementioned BOA has a pending ceiling increase from $79,000,000 to $150,000,000 and an expiration date extension from 29 June 2027 to 29 June 2028.

The proposed contract action is for the supplies for which the Government intends to solicit and negotiate with only one source, NORTHROP GRUMMAN SYSTEMS CORPORATION (CAGE CODE: 8K4J7) under the authority of 10 U.S.C. 3204(a)(1) as implemented at FAR 6.302-1 Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. This requirement is being solicited on a sole source basis because NORTHROP GRUMMAN SYSTEMS CORPORATION is the only known source which has the capability to produce the 30mm guns required. Specifications, plans or drawings relating to the procurement described are not available and cannot be furnished by the Government. The detailed design of the 30mm automatic chain-driven gun remains proprietary to NORTHROP GRUMMAN SYSTEMS CORPORATION making NORTHROP GRUMMAN SYSTEMS CORPORATION the only source for design related engineering support.

All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. However, a determination by the Government not to compete this proposed contract based upon responses to this synopsis is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of re-evaluating the justification for sole source or limitation of sources and making a determination to change the acquisition strategy to a competitive procurement. The solicitation and amendments for this sole source action will not be posted to SAM.gov and are available only from the POC identified below.
