NOTICE OF INTENT TO SOLE SOURCE
The Department of Veterans Affairs, Network Contracting Office (NCO) 22, located at 4811 Airport Plaza Drive, Long Beach, CA 90815 is issuing this Notice of Intent (NOI) to inform industry contractors of the Government s intent to execute a Sole Source Award under FAR Part 13 Simplified Acquisition Procedures (SAP), specifically FAR Subpart 13.5 Simplified Procedures for Certain Commercial Items.

This requirement is for a base plus-4 year contract. (See Attachment A - Statement of Work (SOW)).
De Novo is the only contractor that is capable to provide these services, since the software is proprietary to De Novo and there is considerable cost to set up, train and implement a new software system.
This procurement is being conducted using commercial item procedures pursuant to FAR Part 12 and FAR Part 13, specifically FAR Subpart13.106-1(b)(1)(i) allowing the Contracting Officer (CO) to solicit from one source.
The North American Industry Classification System (NAICS) for this requirement is, 51310 Software Publishers. Product/Service Code for this requirement is 7A21 IT and Telecom - business application software (perpetual license software). The Small Business Administration (SBA) size standard for this sector is $34 million.
This notice of intent is neither a formal solicitation nor a request for competitive proposals. No solicitation document is available and telephone requests will not be honored. No award will be made on the basis of unsolicited quotations or offers received in response to this notice. De Novo Software
Services Provided: The vendor will provide users (VA San Diego pathologist, techs, and residents) limited secure access to FCS Express Flow Cytometry software soln. This program is designed to aid in the analysis of flow cytometry data sets to provide patient reports quickly and efficiently. . This software allows the end users (Flow Cytometry lab) analyze and track analysis and reporting accurately. The vendor De Novo Software software FCS Express is already in place and being used in the lab dept. This agreement provides access at a security level for 11 users and covers cost of the yearly licensing fee for FCS Express for the period of obligation 04/19/2026 to 04/18/2027. We have been using this vendor and their software since FY 2015.
This software will support the clinical lab analysis of data for patient testing. The software is required for continued services. The program is highly regarded among the flow cytometry community and has been validated with current processes as an effective means for organizing and reporting data, thereby meeting all the departmental and facility needs to ensure exemplary patient care.
