The Department of Defense, specifically the Naval Medical Research Center, is seeking to procure Notocord-HEM software, which is essential for operating a TSE-System Stellar Telemetry receiver that is currently inoperable due to the absence of a required software license. This software is critical for communicating with 16 implanted TSE telemeters, managing telemetry implants, and ensuring compliance with Good Laboratory Practice (GLP) standards, thereby supporting Navy Expeditionary Medical Research operations. The acquisition is justified as a sole-source procurement under 10 U.S.C. 2304(c)(1), as Instem is the only responsible source for this software in the U.S., and a price analysis will be conducted to ensure fair pricing.
