This subscription to ASTM Compass is a renewal of a previously held annual license, which is essential and frequently utilized by Warfare Center Research Commons users from NUWC Newport and NSWC Carderock. Failure to maintain this subscription would result in a loss of critical services relied upon annually and a weakening of mission attainment.

This notice of intent is not a request for competitive proposals. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency.
