The Department of Defense, specifically the Army, is seeking contractors to provide a prebuilt modular home, referred to as a "Tiny Home," located at Fort Drum, NY. Fire Protection Requirements: Provide all materials and equipment to include sprinkler system, fire alarm system, and perform all labor required to install complete and operable fire protection and health/safety systems in compliance with the most current editions of UFC 3-600-01, UFC 4-021-01, NFPA 13R, NFPA 24, NFPA 70, NFPA 72, NFPA 101, NFPA 90A, NFPA 10, and the additional standards referenced there in. General Design and Analysis: Provide a complete set of plans and specifications for all aspects of the fire protection design: This project requires the design, review, and oversight services of an FPE and as such the contractor is required to provide those services either directly or through a subcontract. The FPE shall be involved in every aspect of the design, construction, and testing/commissioning as it relates to fire protection and life safety. This includes, but is not limited to, building code analysis, life safety code analysis, design of automatic fire alarm, detection and suppression systems, water supply analysis, a multi-discipline review of the entire project, construction inspections and witnessing of fire protection acceptance testing/commissioning. The contractor shall submit with proposal, a written copy of the FPE resume indicating education, professional registration, and work experience, along with a letter attesting to their compliance with the requirements of this section. The letter must include an imprint of their professional engineering stamp with signature. Fire Protection Engineer Qualifications: The fire protection engineer of record shall be a registered professional engineer (P.E.) who has passed the fire protection engineering written examination administered by the National Council of Examiners for Engineering and Surveys (NCEES), with a minimum of 5 years experience, dedicated to fire protection engineering that can be verified with documentation. Evidence of qualifications shall be provided to the Government. In the design plans, include a fire protection design analysis, life safety plans, a code compliance summary sheet, code compliance site plan, and preliminary hydraulic analysis in accordance UFC 3-600-01. Final Design: The FPE must review the complete 100 percent design drawings and specification submission (all disciplines) and document in writing that the design complies with this UFC and all applicable fire protection and life safety design criteria. The review must provide verification that all items listed in the design analysis are correctly shown on the drawings and in the specification and list any approved equivalencies or deviations from this UFC. This design compliance document must be submitted prior to construction and must bear the signature and professional seal of the FPE. Fire Alarm and Detection Systems: Design and install fire alarm and mass notification systems as required to meet the required codes and standards. The design and installation shall be in accordance with UFC 3-600-01, UFC 4-021-01; NFPA 72, NFPA 101, NFPA 90A, NFPA 13, UFGS 28 31 76, and the Fort Drum Utility Standard. These buildings are considered personnel housing and similar lodging facilities. The requirements of 4-37 and 4-43 of the fire protection UFC apply. The system shall be designed in accordance with the UFC and NFPA standards by personnel with the qualifications dictated in those standards and this statement of work. Submit prior to construction engineered and stamped construction plans and specifications for the fire alarm systems. Submit as a construction submittal the material and installation instructions for the suppression systems. All submittals for the fire detection and alarm system are for government review. The engineered and stamped construction plans and specifications will require a 15-business day review period versus the usual 10-day review. Incorporate the following paragraphs into the design and construction of the fire FA/MNS systems: The fire alarm and detection system shall be addressable. Fire alarm initiating devices, such as smoke detectors, heat detectors and manual pull stations shall be addressable. When the system is in alarm condition, the system shall annunciate the type and location of each alarm initiating device. Sprinkler water flow alarms shall be zoned by building and by floor. Supervisory alarm initiating devices, such as valve supervisory switches, fire pump running alarm, low-air pressure on dry sprinkler system, etc. shall be zoned by type and by room location.Install a new fire alarm and detection system including but not limited to a new control panel, annunciator, emergency lights, smoke detectors, heat detectors, carbon monoxide detectors, exit lights, audible and visual alarms, and gas detection/shut off. The fire alarm system will be an addressable, self-interrogation alarm/detection system with mass notification. Provide and install a non-proprietary fire alarm control panel such as Fire-Lite Alarms by Honeywell. Provide one panel to service all the buildings. Locate the panel in a temperature-controlled enclosure accessible from the outside of the buildings. Provide class A wiring. A new Monaco transmitter is required for these buildings. A single transmitter can be used for all the buildings and shall be located in a temperature controlled enclosure accessible from the exterior of the buildings. The installation uses Monaco BTX radio transmitter system and MNS. All signals shall be transmitted to the Fort Drum Fire Department fire alarm receiving station. The following applies to all fire alarm systems: Transmitter frequency will be 413.325 UHF. Co-ax cable shall be run from the transmitter to an antenna mounted on an outside wall with long radius conduits or pull boxes so the cable is not damaged. Locate antenna on an exterior wall adjacent to enclosure. Keep co-ax runs as short as possible. System shall be water tight. All alarm wiring shall be in conduit. Wiring from control panel to transmitter shall be 20 gauge. Fire alarm systems shall transmit a supervisory signal, alarm signal and general trouble signal. Manual fire alarm station shall require a key to reset. Testing: Testing of the fire alarm and mass notification systems shall be in accordance with the UFC and NFPA requirements. Government personnel shall witness the testing. Coordinate testing at least 10 business days prior to the testing. Upon successful completion of testing submit the test reports as a construction submittal. Submit as-builts and O and M manuals as post construction submittals. Fire Suppression: Design and install suppression system as required to meet the relevant codes and standards. The design and installation shall be in accordance with UFC 3-600-01, NFPA 13R, NFPA 101, NFPA 24, NFPA 90A, NFPA 72 and UFGS 21 13 17.00 10. The system shall be designed in accordance with the UFC and NFPA standards by personnel with the qualifications dictated in those standards and this statement of work. Submit as a preconstruction submittal engineered and stamped construction plans and specifications for the suppression systems. Submit as a construction submittal the material and installation instructions for the suppression systems. All submittals for the suppression systems are for government review. The engineered and stamped construction plans and specifications will require a 15-business day review period versus the usual 10-day review. Incorporate the following paragraphs into the design and construction of the fire suppression systems: Install a new water main and services for the buildings. Include a new locking post indicator valve (PIV). Items shall be installed in accordance with the requirements of NFPA 24. Ensure that the PIV is installed downstream of the hydrant but before the building. Protect the PIV with bollards. All Fire Department/hose connections shall be a 5 inch Storz type connection. Connections shall be angled downward 30 degrees and installed 3 to 4 feet above grade. Connections on fire hydrants are not required to be angled downward. Facilities requiring sprinkler protection must be provided with sprinkler systems that are designed using the Area/Density Method of NFPA 13, except the discharge requirements for non-storage occupancies must be in accordance with Table 9-3, unless otherwise specified in this UFC. Provide automatic wet-pipe sprinkler systems throughout the entirety of the buildings, complete in all respects and ready for operation including all test and drain lines, pressure gauges, hangers and supports, signs, and other standard appurtenances. All shutoff valves in the sprinkler, standpipe, and combined systems shall be approved, indicating type. Coordinate sprinkler head locations with the architectural reflected ceiling plans, lighting, and other ceiling items, and make minor modifications for suitability purposes. Sprinklers installed in the ceilings of finished areas shall be symmetrical in relation to ceiling system components and centered in the ceiling tile. Provide listed guards where sprinklers will be subject to mechanical damage. Provide and install new metal fire extinguisher cabinets and fire extinguishers IAW NFPA 10. Testing: Inspect and test all fire suppression system equipment and systems, fire pumps, fire alarm and detection systems and mass notification systems in accordance with the applicable NFPA standards. The fire protection engineer of record shall witness the final tests. The fire protection engineer of record shall certify that the equipment and systems are fully operational and meet the contract requirements. Two weeks prior to each final test, the contractor shall notify, in writing, the installation fire department and the installation public works representative of the test and invite them to witness the test Building Supports: Piers are to be constructed on the concrete pads to serve as building supports for the buildings. Piers are to consist of CMU blocks with I-beams to span the entirety of the building. Final layout and design will be per manufacturers recommendations. Contractor is to supply and install proper anchoring of the building to existing 6 inch reinforced concrete slab to resist lateral and uplift forces on the building. Stairs and Railing: Concrete stairs are to be supplied at the entrance of the building. Stairs to have min. 12 inch tread and have enough steps to accommodate rise in grade from parking lot area to building entryway. Stairs to accommodate a 6 feet x 6 feet flat landing area in front of the door. Concrete for stairs to be 4000 PSI minimum. Stairs to have minimum 12 inch aggregate subbase. Stairs to have a metal railing on each side, including encompassing the landing area. Railing to be aluminum with black finish. Water Distribution Systems: Tie into 1 inch HDPE SDR-11 existing stub out service supplied for each building in concrete pad. Water service piping going above grade and underneath the building is to have heat tape installed and be properly insulated so as to prevent freezing of the pipeline.
