Presolicitation notice from the Department of Defense, specifically the Department of the Navy, is seeking to procure a power supply. The power supply, classified under the PSC industry code 6130 for converters, electrical, nonrotating, is identified by NSN 1R-6130-016515320-P8 and reference number 1709971A. The quantity required is 10 units, with delivery FOB origin.
This power supply requires engineering source approval from the design control activity to ensure the quality of the part. The approved source(s) possess unique design capability, engineering skills, and manufacturing/repair knowledge that are essential for maintaining the quality of the part. The approved source(s) also retain data rights and technical data that are not economically available to the Government.
An alternate source must qualify according to the design control activity's procedures, approved by the Government engineering activity. Government source approval is necessary before contract award due to the item's flight critical nature and the inadequacy of available technical data to support full and open competition. Only previously approved sources have been solicited for this item.
Interested parties who are not approved sources must submit the required information detailed in the NAVSUP Weapon Systems Support (NAVSUP WSS) Source Approval Information Brochures. The solicitation will not consider offers that fail to provide all the required data or do not document previous submission of the required data.
The proposed contract action is for supplies or services that the Government intends to solicit and negotiate with only one source, under the authority of FAR 6.302-1. However, all responsible sources may still identify their interest and capability to respond to the requirement or submit proposals, quotations, or capability statements. The Government will consider all proposals received within 45 days (or 30 days if award is issued under an existing Basic Ordering Agreement) after the publication of this synopsis. The Government retains the discretion to determine whether to conduct a competitive procurement based on the responses received.
