The Department of Defense Missile Defense Agency is seeking Small Business Innovation Research proposals to advance and adopt chip-scale photonic and quantum technologies for integration into the Missile Defense System. Selected small businesses must develop a pathway to common building block technologies for software-defined radios and prioritize low size, weight, and power transceivers that improve radar and communication system resilience. Phase I requires evaluating scalability and miniaturization challenges to deliver a Technology Readiness Level 6 development roadmap, while Phase II involves testing a prototype in a system-level testbed. Because the technology is subject to ITAR and EAR regulations, strict foreign national restrictions apply, and contractors must meet Cybersecurity Maturity Model Certification Level 1 requirements.
