High-Throughput Embarked Data Transfer

The Department of the Navy is seeking a small form factor device and associated software to enable high-throughput data package transmission from embarked Navy platforms under the Small Business Innovation Research program. The selected contractor must design a solution with a stowed volume of one cubic foot that can transmit at least four terabytes of data within 60 seconds over a distance of more than 5,000 nautical miles. The device must deploy in fewer than ten minutes, withstand highly dynamic atmospheric conditions, integrate with Department of War communications architectures, and meet strict federal cybersecurity and information assurance standards. Because Phase II work is expected to be classified, the prospective contractor must be U.S. owned and operated and capable of obtaining and maintaining a secret level facility and personnel security clearance. Proposals must be submitted before the closing deadline of July 22, 2026, at 4:00 PM Eastern Time.
