STTR Opportunity Analysis

The Department of Defense, under the OSD branch, is seeking research proposals to develop and demonstrate a collaborative Aided Target Recognition (AiTR) capability for multi-domain unmanned systems. Awardees will leverage next-generation foundation models, such as Vision-Language Models and State-Space Models, to enable robust target disambiguation, multi-modal sensor fusion, and predictive world modeling across heterogeneous unmanned platforms. Phase I requires a conceptual design and feasibility demonstration, while Phase II involves developing and validating a fully functional software prototype across at least three platforms in an operationally relevant environment. This dual-use technology is subject to ITAR/EAR export control restrictions and carries a projected CMMC Level 2 self-certification requirement. Proposals for this STTR opportunity must be submitted by August 19, 2026.
