Software Defined Radio for Link Diversity

This federal Small Business Innovation Research (SBIR) solicitation (Topic MDA26TZ04-NV004) seeks to design and develop an agile Software Defined Radio (SDR) system for interceptor platforms. The goal is to create drop-in or near drop-in replacements for existing radio systems to enhance communication capabilities across S, X, and Ka bands. The radio must feature independent RF chains, rapid frequency hopping, adaptive frequency selection, and make-before-break handover mechanisms, while surviving austere interceptor flight environments. Phase I focuses on establishing and validating the SDR architecture in a laboratory environment (TRL 4), demonstrating key technical elements such as RF chain isolation, link quality recovery times, and frequency management. Phase II requires integrating the proven architecture into a single, ruggedized enclosure matching existing interceptor dimensions. This phase emphasizes MIL-STD environmental survivability, continuous frequency sensing/scheduling, and NIST-approved encryption. Offerors must address their capability to perform classified work, as Phase II may transition to a classified environment. Phase III aims for operational flightworthiness on a representative vehicle and potential dual-use commercialization in satellite and aviation communications. This ITAR-restricted project requires a projected CMMC Level 1 certification.
