Universal Automated Control Assessment, Validation & Risk Correlation Platform for Hybrid DoW Environments

This Department of Defense Small Business Innovation Research (SBIR) solicitation (MDA26BZ04-NV007) seeks proposals to develop a universal, automated cybersecurity assessment and risk correlation platform for the Missile Defense Agency (MDA). Currently, validating cybersecurity controls relies on slow, manual mapping of vulnerability scans (CVEs) and configuration checklists (STIGs) to NIST SP 800-53 controls. To address this, the MDA requires an "Assessment Orchestration" solution that operates identically across diverse environments (cloud, on-premise, and air-gapped/tactical), automates data ingestion from standard tools like Nessus/ACAS and SCAP, validates Defensive Cyber Operations (DCO) directed actions, and ensures secure data portability. Phase I will focus on demonstrating the feasibility of parsing and normalizing tool outputs, developing control-mapping algorithms, and designing a hybrid, refactor-free architecture. Phase II requires developing a deployable Minimum Viable Product (MVP) that demonstrates end-to-end automated assessments, longitudinal trend analysis, and operational alignment validation. Phase III aims for dual-use commercialization, transition to standard DoD workflows supporting Continuous Authorization to Operate (cATO), and adaptation for Cybersecurity Maturity Model Certification (CMMC) compliance within the Defense Industrial Base and regulated private sectors.
