SBIR Opportunity Analysis
The Navy is seeking an SBIR hardware solution that enables inter-satellite communication for commercial satellite constellations to reduce latency and improve tracking of open ocean targets. The effort calls for a concept in Phase I and a prototype in Phase II that can be installed on Government satellites and directly share tracking data between satellites without ground-station handoffs. Key performance areas include seamless target handoff, improved tracking accuracy and persistence, latency, throughput, routing efficiency, multi-target tracking, and evaluation under varying network load and orbital conditions; work in Phase II may become classified and requires a U.S.-owned and operated contractor able to obtain and maintain secret-level facility and personnel clearances.
