SBIR Opportunity Analysis

The Department of Defense, through the Army Small Business Innovation Research program, is seeking proposals to develop an AI/ML-controlled radar waveform generator that dynamically adjusts frequency, modulation, or code in real time to optimize performance and evade jamming. Awardees will use deep reinforcement learning to train neural models that autonomously synthesize transmit waveforms on edge-computing hardware, ultimately delivering optimized systems that run within micro-seconds to meet strict size, weight, and power constraints. Phase I requires a software proof-of-concept demonstrating improved target detection in simulated environments, while Phase II focuses on implementing the controller on physical software-defined radio and field-programmable gate array hardware. This opportunity is restricted under ITAR/EAR regulations, requires a CMMC Level 2 self-certification, and applications are due by August 19, 2026.
