Automated Course of Action Generation

The government RFP A254-005 seeks proposals for an Automated Course of Action (CoA) Generation system tailored for Battalion (BN) military operations. The objective is to significantly reduce the time taken for units to employ the Military Decision-Making Process (MDMP) for generating CoA options by leveraging advanced Artificial Intelligence/Machine Learning (AI/ML) algorithms. Current CoA generation methods are limited due to inadequate consideration of Tactics, Techniques, and Procedures (TTPs) and Standard Operating Procedures (SOPs). Proposed solutions are expected to develop a recommendation module specifically designed for BN, with potential for expansion to higher echelons over time. The project is structured in three phases: Phase I includes a feasibility study and proof-of-concept development within a budget of $250,000. Phase II advances the CoA recommendation agent, integrating it into mission command systems with biannual interim deliveries. Phase III highlights dual-use applications of CoA generation technology across various sectors, including robotics, healthcare, and supply chain management. This RFP underscores the military's commitment to modernizing command operations while improving mission success rates and participant safety in combat scenarios.
