STTR Opportunity Analysis
The Department of the Army is seeking Phase I proposals under the STTR program to develop and integrate decentralized, distributed Artificial Intelligence software for commanding and controlling friendly, homogeneous Group 1 or Group 2 Unmanned Aerial System swarms. The selected contractor must deliver a suite of AI and software algorithms that continuously plan and execute optimal actions to defend an area against numerically superior enemy drone swarms in 1-to-N engagement scenarios. Key technical requirements include executing these algorithms under strict Size, Weight, Power, and Cost constraints with a compute payload under two pounds, maintaining degraded operational effectiveness via passive collaboration in communication-denied environments, and ensuring individual platforms can degrade or destroy multiple enemy drones within a ten-meter range. Proposals are being accepted for Phase I feasibility studies with a cost limit of up to $300,000 and a period of performance ranging from one to six months, with submissions due by August 19, 2026.
