Domestic Production of Plant-based Carbon Fiber Precursors in Support of Hypersonic Applications

The Department of Defense, through the Department of the Navy, is seeking proposals under this SBIR solicitation to develop an environmentally friendly, domestic processing method to produce plant-based carbon fiber precursors for hypersonic thermal protection systems. Contractors must establish a proof of concept for processing cellulose or lignin precursors that meet EPA standards in Phase I, and then weave, carbonize, and characterize a fabric prototype in Phase II. Due to the sensitive nature of this hypersonic technology, prospective contractors must be U.S. owned and operated, expect likely classified work in Phase II requiring Secret-level clearances, and achieve a projected CMMC Level 2 (Self) certification. Proposals must be submitted through the Department of Defense SBIR/STTR portal during the application window opening on July 22, 2026, and closing on August 19, 2026.
