Project Celestial: Multi-Domain Site Selection Framework for Terrestrial and Maritime Spaceport Infrastructure

The Department of the Air Force, in coordination with the U.S. Space Force and other stakeholders, is seeking the development of Project Celestial under the Small Business Innovation Research program to establish a multi-domain site selection framework for global terrestrial and maritime spaceport infrastructure. This initiative requires creating an integrated survey platform and decision-support framework that synthesizes geospatial, political, environmental, security, and logistical data streams to identify, evaluate, and rank candidate launch locations. Phase I of the project focuses on designing the foundational system architecture, developing the analytical methodology, and creating interface mockups, while Phase II will advance the concept into a functional software prototype.
