SBIR Opportunity Analysis

The Defense Logistics Agency is seeking proposals to develop and implement a dynamic workforce digital twin to enhance organizational effectiveness, support mission-critical decisions, and accelerate the adoption of advanced technologies. The contractor will be required to develop a digital twin capable of generating synthetic data and simulating complex, unforeseen workforce scenarios, such as surge deployments and human-machine teaming integrations. To qualify for funding, the research and development efforts must target a Technology and Manufacturing Readiness Level between 3 and 6, with the technology subject to International Traffic in Arms Regulations and Export Administration Regulations restrictions. Phase I of the project is limited to a duration of 12 months with a maximum budget of $100,000, and the application submission deadline is July 22, 2026.
