SBIR Opportunity Analysis

The Department of Defense seeks Small Business Innovation Research proposals to develop commercially viable, integrated multicomponent modules for quantum sensors that reduce Size, Weight, and Power (SWaP) and costs. Contractors must design, model, and fabricate prototypes that integrate mature technologies such as photonic integrated circuits, silicon nitride, or thin film lithium niobate onto a single substrate or standardized commercial off-the-shelf module. Phase I focuses on module design and performance simulation compared to discrete-component approaches, while Phase II requires the physical fabrication, characterization, and validation of working prototypes. The opportunity is open to both Phase I and Direct to Phase II proposals, requiring a projected Cybersecurity Maturity Model Certification Level 1, with submissions closing on August 19, 2026.
