SBIR Opportunity Analysis

The Department of the Navy is seeking a non-tactical replacement for the obsolete AN/UYK-43 computer system to support land-based testing of the Aegis computer program. The selected contractor must develop a binary-compatible emulator using open-source code and Commercial Off-the-Shelf hardware capable of executing 32-bit CMS-2Y tactical code on a common operating system. This Direct to Phase II SBIR project requires offerors to provide feasibility documentation of a concept emulator, and the final Phase II prototype must match the input/output latency, throughput, memory, and precise instruction timing of the original hardware. Proposers must be U.S. owned and operated, with the ability to acquire and maintain a Secret-level facility and personnel security clearance. Proposals must be submitted by June 24, 2026, at 4:00 PM Eastern Time through the Department of Defense SBIR/STTR portal.
