Generative AI for Secure Workflow Automation and Compliance

The Department of War (DoW) seeks to develop a secure, enterprise-grade Generative AI platform to automate and enhance critical administrative, security, and compliance workflows. The project, OSW26BZ02-DV003, focuses on modernizing manual processes for creating documents like Security Classification Guides (SCGs), Program Protection Plans (PPPs), and OPSEC plans, which are prone to human error and impact mission agility. The DoW is specifically looking for a mature, AI-driven Software-as-a-Service (SaaS) platform capable of operating in both unclassified and classified environments (up to Top Secret/Sensitive Compartmented Information - TS/SCI). This is a Direct to Phase II (D2P2) award, requiring offerors to demonstrate significant technical maturity and prior experience in AI-driven tools for classification, security planning, and deploying AI solutions in secure environments. Phase II will focus on developing a Minimum Viable Product (MVP) of the AI-powered toolkit within 18 months, including SCG, PPP, and OPSEC builders, policy/compliance review tools, and an insider threat management module. The solution must demonstrate advantages in accuracy, explainability, data privacy, and robustness. Phase III anticipates the technology transitioning into a Program of Record or commercially available service for the DoW, the broader Intelligence Community, and highly regulated commercial industries.
