SBIR Opportunity Analysis

The Department of Defense, on behalf of the Navy, is seeking proposals under the SBIR program to develop a secure capability for tasking commercial satellites at Controlled Unclassified Information and Secret levels. Phase I requires contractors to design and demonstrate the feasibility of a secure satellite tasking system architecture, while Phase II focuses on building a prototype with core functionalities like end-to-end encryption, secure data transfer protocols, and blockchain-based authentication. The system must ultimately reduce standard satellite tasking latency by 90 percent and will be evaluated in a simulated environment against NIST standards. Prospective contractors must be U.S. owned and operated with no foreign influence and have the ability to acquire and maintain a Secret-level facility and personnel clearances. Proposals for this pre-release opportunity must be submitted through the DOD SBIR portal between the opening date of June 24, 2026, and the closing deadline of July 22, 2026.
