SBIR Opportunity Analysis

The Department of Defense, through the Special Operations Command, is seeking proposals under the SBIR program to develop an innovative autonomy software system for the replanning and coordination of unmanned aerial system swarms. Proposers must design and prototype a scalable autonomy system capable of generating and executing game-theoretically optimized Courses of Action for a swarm of at least 200 agents operating against adversarial threats in contested, degraded environments. The system must support decentralized decision-making, integrate into a simulation environment using a government-approved modeling framework, and be suitable for a maritime demonstration more than 100 nautical miles offshore. This Direct to Phase II effort requires a Phase I feasibility study, a Phase II prototype targeted to reach Technology Readiness Level 6 by the end of the second year, and compliance with Cybersecurity Maturity Model Certification Level 2 (Self) and ITAR restrictions. Applications for solicitation 26.BZ under topic SOC26BZ04-DV005 must be submitted by August 19, 2026.
