The Department of Defense, through the Special Operations Command, is seeking proposals under the SBIR program to develop scalable autonomy software that generates and executes game-theoretically optimized Courses of Action for a 200-agent unmanned aerial system swarm and adversarial forces. Contractors will design, develop, and demonstrate a prototype autonomy system capable of decentralized decision-making, communication-aware planning, and peer-to-peer fallback behaviors in degraded environments. The final solution must operate in conditions with electronic warfare interference, kinetic threats, and adverse weather, ultimately reaching Technology Readiness Level 6 to support a maritime demonstration more than 100 nautical miles offshore. This Direct to Phase II solicitation is subject to ITAR restrictions, requires Cybersecurity Maturity Model Certification Level 2, and has an application deadline of August 19, 2026.
