SBIR Opportunity Analysis

The Department of Defense, through US Special Operations Command, is seeking proposals under the SBIR program to develop scalable autonomy software that generates and executes game-theoretically optimized Courses of Action for both Blue UAS swarms and Red adversary forces. Contractors must deliver software capable of controlling at least 200 UAS simultaneously using decentralized, communication-aware planning to operate in degraded environments with electronic warfare interference, kinetic threats, and adverse weather. The software must be developed using a government-approved modeling framework and must target integration into a contested maritime demonstration more than 100 nautical miles offshore, achieving a Technology Readiness Level of 6 by the end of Phase II. The solicitation requires a Cybersecurity Maturity Model Certification Level 2 (Self), is subject to ITAR restrictions, and has a submission deadline of August 19, 2026.
