Replanning for Evasive Autonomy to Counter Threats

This federal SBIR solicitation (SOC26BZ04-DV005) seeks to develop an innovative capability that generates and executes game-theoretically optimized Courses of Action (COAs) for a 200-agent Blue unmanned aerial system (UAS) swarm and Red adversary forces. Aligned with AFSOC’s Adaptive Airborne Enterprise (A2E) vision, the software must enable decentralized decision-making, communication-aware planning, and peer-to-peer fallback behaviors to operate in degraded environments, including electronic warfare (EW) interference, kinetic threats, and adverse weather. The capability must scale to control at least 200 UAS simultaneously and support integration into a maritime Find, Fix, Track, Target, Engage, Assess (F2T2EA) demonstration more than 100 nautical miles offshore against integrated air defense systems. As a Direct to Phase II (DPII) solicitation, Phase I requires a feasibility study assessing the design's potential. Phase II will focus on developing, testing, and demonstrating a prototype in simulation during the first year, followed by iterative improvement and integration into the A2E FANTOM Futures VANGUARD demonstration in the second year, aiming for Technology Readiness Level 6. Dual-use applications span military operations—such as contested intelligence, surveillance, and reconnaissance (ISR) and electronic attacks—as well as commercial sectors, including logistics, search-and-rescue, and disaster response where autonomous fleets navigate dynamic environments. The topic requires a Cybersecurity Maturity Model Certification (CMMC) Level 2 (Self) and is subject to International Traffic in Arms Regulations (ITAR) restrictions.
