The Department of the Navy is seeking proposals under the SBIR program to develop a low-cost, long-duration, tamper-resistant system for delivering and storing logistics payloads on the seabed. Selected contractors must design and prototype a secure, environmentally protected stowage system that operates for up to 24 months at depths between 300 and 600 meters. The system requires a cylindrical form factor of 19 inches in diameter by 51 inches in length, a maximum dry weight of 1,000 pounds, a low-power acoustic communication system with a 5 to 10 kilometer range, and the ability to surface for retrieval or self-scuttle. Prospective contractors must be U.S. owned and operated, with the ability to acquire and maintain secret level facility and personnel security clearances for later phases of the project.
