T3CP Patent Holiday SBIR Open Topic Call

The Office of Technology, Transition and Commercial Partnerships (T3CP) has issued an SBIR Open Topic Call (OSW26BZ04-DP013) under the T3CP Patent Holiday Initiative. This initiative offers no-cost commercial evaluation licenses (CELs) for select Department of War (DoW) patents to enable small businesses to prototype, evaluate, and commercialize dual-use products. The objective is to develop innovative, transition-ready prototypes that leverage government intellectual property in six key sectors: Microelectronics, Advanced Materials, Energetics, Munitions, Critical Minerals/Supply-Chain Technologies, and Biomanufacturing. This solicitation requires a CMMC Level 1 security rating. Proposals must present a credible commercialization pathway and target revolutionary advances rather than evolutionary improvements. Phase I awards require a Kick-Off Briefing, a Final Report detailing technical modifications and licensing status, and an Initial Phase II Proposal. Phase II focuses on functional prototype development, validation in relevant environments, and advancing product adoption. The topic also accepts Direct to Phase II proposals for entities that have already demonstrated Phase I feasibility and applied for a royalty-bearing patent license.
