OUSD (R&E) MODERNIZATION PRIORITY: AI/ML, Autonomy, General Warfighting Requirements (GWR)

OBJECTIVE:  

xTechSearch is seeking novel, disruptive concepts and technology solutions with dual-use capabilities that can assist in tackling the Army’s current needs and apply to current Army concepts. The intent is to provide the Army with transformative technology solutions while enabling cost savings throughout the Army systems’ life cycle. Critical technology focus areas include Artificial Intelligence / Machine Learning (AI/ML); Advanced Materials; Advanced Manufacturing; Autonomy; Cyber; Electronics; Human Performance; Immersive; Network Technologies; Position, Navigation and Timing (PNT); Power; Software Modernization; and Sensors. DESCRIPTION:

The U.S. Army would like to invite interested entities to participate in the Expeditionary Technology Search competition, a forum for eligible sole proprietors and small businesses across the U.S. to engage with the Department of Defense (DOD), earn prize money, participate in the accelerator program and potentially submit for a Phase I Small Business Innovation Research (SBIR) award. xTechSearch offers an opportunity for eligible participants to pitch novel technology solutions – a new application for an existing technology or an entirely new technology concept – to the Army. The Assistant Secretary of the Army for Acquisition, Logistics, and Technology recognizes that the Army must enhance engagements with small businesses by (1) understanding the spectrum of ‘world-class’ technologies being developed commercially that may benefit the DOD in the manufacturing space and (2) integrating the sector of commercial innovators into the DOD Science and Technology (S&T) ecosystem. 

 

 

PHASE I: Companies will complete a feasibility study that demonstrates the firm’s competitive technical advantage relative to other commercial products (if other products exist) and develop concept plans for how the company’s technology can be applied to Army modernization priority areas.  Studies should clearly detail and identify a firm’s technology at both the individual component and system levels, provide supporting literature for technical feasibility, highlight existing performance data, showcase the technology’s application opportunities to a broad base of customers outside the defense space, a market strategy for the commercial space, how the technology directly addresses the Army’s modernization area as well as include a technology development roadmap to demonstrate scientific and engineering viability. 

 

At the end of Phase I, the company will be required to provide a concept demonstration of their technology to demonstrate a high probability that continued design and development will result in a Phase II mature product. 

 

PHASE II: Produce prototype solutions that will be easy to operate by a Soldier. These products will be provided to select Army units for further evaluation by the soldiers. In addition, companies will provide a technology transition and commercialization plan for DOD and commercial markets.

 

PHASE III DUAL USE APPLICATIONS: Complete the maturation of the company’s technology developed in Phase II to TRL 6/7 and produce prototypes to support further development and commercialization. The Army will evaluate each product in a realistic field environment and provide small solutions to stakeholders for further evaluation.  Based on soldier evaluations in the field, companies will be requested to update the previously delivered prototypes to meet final design configuration.

DOD SBIR 24.4 Annual - xTechScalable AI

The Department of Defense (DOD) is seeking proposals for the topic "xTechScalable AI" as part of the SBIR program. The Army branch is specifically interested in novel and disruptive concepts and technology solutions that can address the vulnerabilities of current machine learning pipelines and models. The goal is to develop comprehensive security models capable of defending against universal AI threat vectors. The Army is prioritizing proposals that focus on systematic testing and evaluation methods, trusted and secure validation and verification strategies, continuous monitoring capabilities, improved transparency and assurance of code and data, and improved telemetry capabilities. The Army will use the xTechScalable AI prize competition to identify small businesses that meet the criteria for award, and only winners of the competition will be eligible to submit a proposal under this topic. DOD SBIR 24.4 Annual - Artificial Intelligence/ Machine Learning (AI/ML) Focused Open Topic

The Department of Defense (DOD) is seeking proposals for an Artificial Intelligence/Machine Learning (AI/ML) Focused Open Topic. The purpose of this open topic is to bring potentially valuable small business innovations to the Army and expand the relevance of the Army SBIR program to firms who do not normally compete for SBIR awards. The topic accepts both Phase I and Direct to Phase II submissions. Phase I proposals are accepted for a cost up to $250,000 for a 6-month period of performance, while Direct to Phase II proposals are accepted for a cost up to $2,000,000 for a 24-month period of performance. The research areas of focus include synthetic data generation, data validation and verification, AI risk mitigation, large language models, retrieval augmented generation, and collaborative AI technologies. Phase I submissions require a 5-page technical volume, an 8-slide commercialization plan, and a statement of work outlining deliverables.
