Enterprise Digital Thread with Mission-Aware Decision Intelligence Platform for DLA

The Defense Logistics Agency (DLA) seeks proposals for an Enterprise Digital Thread with Mission-Aware Decision Intelligence Platform to enhance logistics readiness and decision-making. Operating in a complex multi-cloud environment, DLA aims to integrate existing systems via an API-driven federated platform rather than replacing them. The objective is to create a digital thread with embedded decision intelligence that correlates process, cyber, and enterprise data to provide predictive and prescriptive decision support. This will improve decision speed, mission impact awareness, and supply chain resilience. The project requires solutions at Technology Readiness Level (TRL) 6-9, emphasizing interoperability and secure integration within DoW IL4/IL5 and FedRAMP authorized environments. Phase I focuses on feasibility, architecture design, and a prototype demonstrating cross-domain data integration and mission dependency modeling. Phase II will develop a scalable operational prototype with AI-enabled analytics and real-time data processing, integrating with enterprise systems like ServiceNow. Successful solutions are expected to transition into DLA enterprise environments and broader DoD applications, with dual-use commercial applications in supply chain optimization and critical infrastructure resilience. The technology is restricted under ITAR/EAR, requiring disclosure of foreign nationals.
