STTR Opportunity Analysis
The Department of Defense, through the Department of the Navy, is seeking proposals under the STTR program to develop a non-toxic, high-friction, anti-fouling coating for submarine topsides. Performers must design a durable, non-slip material that effectively prevents biofouling while surviving foot and cargo traffic, solar radiation, atmospheric exposure, and alternating wet and dry cycles. The solution must ensure sailor safety on wet surfaces, minimize surface drag to maintain propulsion efficiency, and remain bonded to the submarine for up to six to eight years without major maintenance. The procurement process begins with Phase I concept development and feasibility modeling, followed by Phase II prototype physical testing and evaluation. Interested parties must submit their applications through the Department of Defense SBIR/STTR portal by the closing deadline on June 24, 2026, at 4:00 PM Eastern Time.
