The Department of Defense, through DARPA, is seeking Direct to Phase II SBIR proposals under solicitation DPA26BZ04-DV015 to develop a predictive geopolitical forecasting model utilizing temporal knowledge graphs and in-context learning. Performers must build a forecasting system that harvests untapped, novel signals from multilingual radio, local news, and community audio in data-sparse and denied environments. The project involves establishing a radio data engine, fine-tuning automatic speech recognition for oral languages, implementing a synthetic data strategy, and extracting paralinguistic audio features across the strategic regions of Central and Southeast Asia, East and Northeast Africa, and South America. Work is structured under an 18-month base period to improve forecasting horizons to two weeks and precision to 90%, followed by a $500,000, six-month option period for operational transition. Proposals must be submitted between the open date of July 22, 2026, and the closing deadline of August 19, 2026.
