STRIKE AI - AI-Enabled Mission Planning for Defense of Operational Technology Critical Infrastructure

The Department of Defense, through the Defense Logistics Agency, is seeking Small Business Innovation Research proposals to develop STRIKE AI, an artificial intelligence-enabled mission planning system designed to defend operational technology critical infrastructure. The selected contractor will design a holistic planning engine that interprets commander's intent, models complex industrial control system environments, analyzes adversary tactics, and automatically generates deconflicted response plans coordinating both cyber and physical assets. Phase I requires demonstrating feasibility through a proof-of-concept prototype for a simple operational technology scenario within a 12-month period, while Phase II will expand the prototype to handle complex, large-scale scenarios over a 24-month period. Proposals must be submitted by June 24, 2026, with Phase I funding capped at $100,000 and Phase II funding capped at $1,000,000.
