SBIR Opportunity Analysis

The Defense Logistics Agency, under the Department of Defense, is seeking SBIR proposals for STRIKE AI, an AI-enabled mission planning system to help defend operational technology critical infrastructure from coordinated cyber and physical threats. The effort aims to automate and accelerate the planning, synchronization, and coordination of defensive and offensive actions by interpreting commander’s intent, modeling OT environments and threats, ingesting intelligence, and generating deconflicted response plans for cyber and physical assets with human oversight for review and approval. Phase I is a proof of concept for a simple OT scenario and is capped at 12 months and $100,000, while Phase II would expand the prototype to more complex scenarios with real-time threat intelligence, a higher-fidelity interface, and testing in a relevant environment, capped at 24 months and $1,000,000. The solicitation is in pre-release, opens May 27, 2026, and closes June 24, 2026 at 4:00 p.m.; Phase III proposals are submitted by email to DLA SBIR2@dla.mil.

AI Summary
The DLA26BZ02-NV007 STRIKE AI project seeks to develop an AI-enabled mission planning system to defend critical infrastructure from sophisticated cyber and physical attacks. Current manual and slow defensive processes are inadequate against machine-speed threats. The objective is to automate and accelerate planning and coordination of defensive and offensive actions for Operational Technology (OT) and Industrial Control Systems (ICS). The proposed STRIKE AI system will interpret commander's intent, model OT environments and threats, ingest intelligence, and generate deconflicted response plans for cyber and physical assets. It emphasizes human oversight for review and approval. Phase I focuses on a proof-of-concept for a simple OT scenario, while Phase II will expand to more complex, large-scale scenarios with real-time threat intelligence and a high-fidelity user interface. Phase III envisions the system's transition for operational use by DoW entities and civilian partners like CISA for national-level incident response, providing a critical capability for protecting vital assets.
