Optimizing Satellite Imagery across Commercial Vendors

The DON26BZ03-NV056 project seeks to develop a software application for optimizing commercial satellite imagery acquisition for the Navy. This application will utilize a hub-and-spoke scheduling service, integrating with multiple commercial satellite data providers via their native APIs. The objective is to forecast collection opportunities and optimize resolution, speed, and cost, addressing current limitations in the Navy's reliance on dedicated assets and a limited number of contractors. The solution must enable seamless multi-vendor integration, dynamic adaptation to weather conditions, prioritization of time-critical requirements, cost-efficiency, minimization of redundant collections, data sharing, enhanced data fusion, and robust data security. The project outlines testing parameters for system functionality, imagery quality, operational effectiveness, security, interoperability, and cost-effectiveness. The work may become classified in Phase II, requiring U.S.-owned and operated contractors with appropriate security clearances. Phase I involves concept development and feasibility demonstration, Phase II focuses on prototype development and testing, and Phase III supports technology transition to Navy use and explores dual-use applications in various civilian sectors.
