SBIR Opportunity Analysis

The Missile Defense Agency is seeking Small Business Innovation Research proposals to develop next-generation neuromorphic hardware that enables continuous adaptation and self-optimization within Electronic Warfare and cyber-contested domains. Under this multi-phase effort, Phase I requires establishing a pathway to a Technology Readiness Level 6 product through a development roadmap and testing plan, while Phase II demands a physical demonstration of autonomously adaptive arbitrary waveform generation. The agency will prioritize solutions applying neuromorphic semiconductor chips with bio-inspired learning, evaluating performance across metrics like latency, throughput, power utilization, and operation in space and radio frequency-contested environments. Because the technology is subject to export control laws under ITAR and EAR, participating offerors must disclose any proposed use of foreign nationals.
