Neuromorphic Hardware
SBIR Opportunity Analysis
The Missile Defense Agency seeks Small Business Innovation Research proposals for next-generation neuromorphic hardware to enable continuous adaptation and self-optimization in electronic warfare and cyber-contested environments. Contractors will develop solutions ranging from individual systems-on-a-chip to complete circuit card assemblies, establishing a pathway to a Technology Readiness Level 6 product in Phase I and physically demonstrating autonomously adaptive arbitrary waveform generation in Phase II. The program prioritizes neuromorphic semiconductor chips with bio-inspired learning, requires compliance with ITAR/EAR export control laws regarding foreign national participation, and projects a Cybersecurity Maturity Model Certification requirement of Level 1. Proposals for this opportunity can be submitted between the open date of July 22, 2026, and the closing deadline of August 19, 2026.
