Outboard Engine Replacement

The Department of Defense, specifically the Navy, is seeking proposals for the Small Business Innovation Research (SBIR) program to develop a modified four-stroke commercial off-the-shelf (COTS) outboard engine for the Marine Corps Enhanced Combat Rubber Raiding Craft (E-CRRC). The objective is to create an engine that meets stringent performance requirements, including the ability to propel the E-CRRC at 18 knots while carrying a payload of 2,400 lbs, and to restart after immersion in water. This initiative is critical as the current two-stroke engines are no longer produced in the U.S., leading to challenges in reliability and compliance with environmental regulations. Proposals for Phase I are due by May 21, 2025, with the opportunity to transition to Phase II for prototype development and potential Phase III for manufacturing.
