Enterprise Cloud Storage Solution

The Ground Vehicle System Center (GVSC) Software Engineering Center (SEC) has issued a Request for Information (RFI) to identify sources for a secure, scalable, and cost-effective enterprise-level cloud storage solution. The solution must operate at DoD Impact Level 5 (IL5) for Controlled Unclassified Information (CUI), offer an initial 25 Terabytes (TB) of storage with scalability, and ensure high availability and data durability through concepts like Locally-Redundant Storage (LRS) or Read-Access Geo-Redundant Storage (RA-GRS. Key requirements include Common Access Card (CAC) authentication, clear cost structures for data ingress/egress (preferably fixed-rate), support for modern access methods (HTTPS, REST APIs, CLIs, desktop applications), and data management features such as versioning, automated backups, and user account management. The solution can be built on any IL5-authorized Cloud Service Provider (CSP) like AWS GovCloud or Microsoft Azure Government. Respondents are requested to provide corporate information, a detailed technical approach addressing all capabilities (especially IL5 authorization and CAC authentication), a Rough Order of Magnitude (ROM) cost estimate for a 25 TB solution, and a list of existing government contract vehicles. Responses are due by March 13, 2026, at 3:00 P.M. EST, and should be unclassified, no more than 15 pages, and submitted electronically to rachel.l.serra.civ@army.mil.
