Mechanical Electrical Plumbing A/E IDIQ

The National Institute of Standards and Technology (NIST) seeks to award up to three Indefinite Delivery/Indefinite Quantity (IDIQ) contracts for Mechanical/Electrical/Plumbing (MEP) Architectural & Engineering (A&E) services. These services will support the planning, evaluation, design, and engineering of specialized facility mechanical and electrical systems across NIST's Gaithersburg, Maryland campus and other Montgomery County facilities. The contract includes a one-year base period and four one-year option periods. Tasks encompass a wide range of services, including evaluation studies, demolition, facility repairs and upgrades, utility system modifications, historical assessments, interior design, cost estimating, hazardous material surveys, roofing services, commissioning, program of requirements development, value engineering, record drawings, surveying, earthwork evaluations, permit application preparation, environmental compliance, and construction quality management. The selected A&E contractors will be responsible for project management, quality assurance, design services using AUTODESK AUTOCAD 2025, and construction support, including site visits and submittal reviews. NIST will retain ownership of all developed documents and intellectual property. The contract emphasizes safety, security, and compliance with federal regulations, including HSPD-12 for personnel access.

This is a Sources Sought Notice for market research to determine an acquisition strategy, not a solicitation. NIST requires A&E services for planning, evaluation, design, and engineering of specialized facility mechanical and electrical systems, including post-construction and construction management services. The work involves maintaining, modifying, and improving sophisticated laboratory facilities with unique environmental and utility systems. Firms must be within 50 miles of the NIST campus and demonstrate experience in laboratory renovations, MEP system upgrades, and life safety/code compliance. NIST plans to award up to three IDIQ contracts with a maximum value of $9,800,000, consisting of one base year and four option years.
