Military-specific PNF intervention

The United States Army Medical Research Acquisition Activity (USAMRAA), on behalf of the United States Army Medical Research Division - West (USAMRD-W), intends to award a sole source contract to the University of Houston (UH) for a three-year period, from January 7, 2026, to January 6, 2029. This contract, issued under Federal Acquisition Regulation (FAR) 6.302-1(a)(2), is for research and development to design, refine, and evaluate a military-specific Personalized Normative Feedback (PNF) intervention. The goal is to reduce problematic alcohol use and associated behaviors like domestic violence, depression, and suicide among Service Members. UH was part of the original PNF alcohol intervention tool development team and possesses the necessary experience and administrative support for Department of Defense (DoD) funded psychological studies. Additionally, UH owns and manages the specific intervention protocols to be modified for active-duty service members. Other sources believing they are eligible must submit written evidence of their capabilities.
